  1. Bring the water toboil
2. Broth, soy sauce,vinegar, constarch mixed together
3. Heat high in large nostick play
4. Rewturn to skilled add the scallions giner, garlic
Ingredients:
  1 cup   water
  0.50 package   package dried
  1 CUP   low-sodium chicken broth
  2 tablspoon   reduced-sodium soy sauce
  1 tavlespoon   rice vinegar
  1 tablshpoon   cournstarch
  1 tsp   Asian fish sauce
  2 tsp   canola oil
  1.25 pounds   bonless skinless breast
  8   scallions
  2 tsp   fresh ginger
  1/2 pound   sugar snap peas
  1 clove   garlic
  1/4 cup   cilantro
