1.Preheat oven to 375 degrees.
2.Cook pasta to al dente according to package directions.
3.Melt butter in a saucepan. Stir in the flour and cook until a roux forms. Stir in milk, salt and pepper. Cook until sauce is smooth and coats the back of a spoon. Remove from heat and stir in cheeses.
4.Combine cooked pasta and cheese sauce; transfer to prepared dish.
5.Cover with chopped green onion and a layer of cheddar cheese.
5.Bake in preheated oven for 15 minutes, or until heated through.
