Healthy Chili

Saute onions and green peppers in olive oil until tender. Add garlic and saute for about 1 additional minute.
Add ground meat and brown chopping with a spatula as you go in order to make the ground meat fine.
When the ground meat is browned, add the tomato paste, brown sugar, and 1 teaspoon of chili powder to meat . Stir till well blended through the ground meat.
Add the rest of the ingredients and 1 (15 oz.) can of water, stir and simmer for about 10-15 minutes.
